The developer, National Grid Renewables (NGR) - now known as Geronimo Power, for the Carnation Solar project located in Amanda Township, has begun the formal application process with the Ohio Power Siting Board (OPSB). Below is a timeline information regarding the project:
08/22/2025 - the motion to postponed the evidentiary hearing scheduled for September 9th has been granted, and all scheduled deadlines are postponed as well. Reminder, the premise of this delay is to wait for the Ohio Supreme Court's decision on the Kingwood Solar case which is expected in the near future.
08/20/2025 - this is the last day that each party to the case may file a list of issues(s) citing concerns for the cross-examination of witnesses at the adjudicatory/evidentiary hearing. Note that hearing was scheduled for September 9th BUT a motion has been filed to postpone the hearing - stay tuned.
Note, there are other important dates coming up before the adjudicatory/evidentiary hearing:
August 26 - expert and factual testimony due by the applicant/developer
September 2 - expert and factual testimony due from intervenors and OPSB staff
September 4 - any stipulations, and associated testimony, between the parties to the case are to be filed by noon
September 4 - motions to strike testimony is to be filed by this date
08/13/2025 - on this day the developer/applicant filed an expedited motion for stay of the Carnation Solar evidentiary hearing scheduled on September 9th. The motion was issued due to the imminent decision expected by the Ohio Supreme Court (OSC) in regards to the Kingwood Solar case. Simply put, the Kingwood Solar case before the OSC is to decide if unanimous/overwhelming local opposition can be used to deny a project. The Carnation Solar case has been recommended for denial by the OPSB staff report for the same reasoning. So, the OSC decision will be very impactful for the Carnation Solar project (and others). At this time (08/18/2025) the OPSB has not issued a decision on whether to grant the motion to postpone, although no objection from the other parties is expected.
08/11/2025 - The Carnation Solar Public Hearing was held 8/11 and 8/12 and the Amanda Clearcreek High School. Thank you for supporting your community.
07/25/2025 - The OPSB staff report was issued and recommended that the application be denied. The report states; "Staff believes that any benefits to the local community are outweighed by the overwhelming documented public opposition and, therefore, the project would not serve the public interest, convenience, and necessity." NOTE: this is just a recommendation to the OPSB, it is NOT over!!
Next, the OPSB will hold a public hearing on August 11, 5pm at the Amanda Clearcreek High School. Overwhelming attendance by those opposing the project is crucial. Sign-in showing your opposition when you arrive and please consider speaking during the hearing.
You must sign-in to speak at the hearing. The order of speaking follows the order of sign-in. You have 3 minutes to speak. You may prepare and read your statements during your 3-minutes. If your comments are longer than 3 minutes you may turn in your written comments to the Administrative Law Judges (ALJ) that will oversee the meeting.
Remember to speak to the ALJ's not the audience.

06/10/2025 - The OPSB issued the timeline for the staff report due date, public hearing, and evidentiary hearing, etc.:
07/25/2025 - Staff report due on or before this date
08/11/2025 - Public Hearing to be held at the Amanda Clearcreek High School - 5pm - register when you get there, you may submit written and oral comments - oral comments are limited to 3 minutes in length
08/20/2025 - On or before this date parties are to file a list of issue(s) citing specific concerns which they might be interested in pursuing cross-examination of witnesses at the evidentiary/adjudicatory hearing
08/26/2025 - expert and factual testimony offered by applicant to be filed by this date
08/28/2025 - Tele-Conference Status Meeting between the involved parties - 10am
09/02/2025 - expert and factual testimony offered by intervenors to be filed by this date
09/04/2025 - any stipulations entered into by the parties is to be filed by noon on this date, including supporting testimony regarding the stipulation
09/09/2025 - Evidentiary Hearing to be held at the Public Utilities Commission of Ohio hearing room, 180 East Broad St, Columbus, Ohio - 10am
06/02/2025 - Aundrea Cordle appointed Ad Hoc member on behalf of the Fairfield County Board of Commissioners
05/30/2025 - National Grid Renewables rebranded as Geronimo Power. National Grid Renewables was previously divested from the parent company National Grid and acquired by Brookfield Asset Management
05/27/2025 - Dave Wilcox appointed Ad Hoc member on behalf of Amanda Township
05/15/2025 - The application fee was paid by the project developer and around 05/14/2025 the application was served to the required recipients (county commissioners, district library, township trustees, soil and water conservation district, and regional planning commission)
05/07/2025 - The application was found to contain sufficient information to begin application review
04/07/2025 - The OPSB staff were supposed to render a decision on completeness of the Carnation Solar project application by 04/08/2025. On 04/03/2025 the developer submitted a motion to extend the date of completeness to May 7th, the motion was granted. So, the decision on the application being complete will now be determined on or before May 7th. Note, once the application is deemed complete and a letter of completeness is issued by the OPSB the county commissioners and township trustees have 30 days to chose their Ad Hoc board members.

10/10/2024 & 11/20/2024 - The two required developer information meetings held for the Carnation Solar project (October 10, 2024 from 5-7pm at the Amanda Clearcreek High School cafeteria and Nov. 20 from 5-7pm and the Amanda Primary School) -- THANK YOU for your attendance!
09/18/2024 - developer filed pre-application letter with the OPSB. This kicks off the official OPSB process.
Part of the Staff Investigation is review of the public comments submitted to the OPSB regarding the project. Your comment of opposition is needed.
